Experienced health care executive brings more than three decades of leadership experience to statewide home care advocacy organization.
LYNN, Mass. — The Home Care Alliance of Massachusetts (HCA-MA), the state’s leading association representing home health, hospice, and community-based care providers, has appointed Jo-Mary Koopman, MBA, RN, as President of its Board of Directors.
Koopman is President and Chief Executive Officer of Health Management Services, the parent organization of All Care VNA, All Care Hospice, and All Care Resources with its headquarters located in Lynn. She brings more than 30 years of leadership experience in home health, hospice, palliative care, private duty services, and community-based health care. Throughout her career, she has championed high-quality, patient-centered care delivered in the home.
As Board President, Koopman will help lead HCA-MA’s advocacy, education, and public policy initiatives. She will work with providers, legislators, health care leaders, and community partners to strengthen home-based care across Massachusetts. Her priorities include expanding access to care, supporting workforce development, improving quality, and advancing innovation.

Koopman has been active with the Home Care Alliance of Massachusetts for many years. She joined the Executive Board in 2022 and served as Vice President from 2024 to 2026. She has also served on the Advocacy and Hospice Committees. Her appointment reflects her longstanding commitment to advancing home-based care and meeting the evolving needs of patients, families, providers, and communities across the Commonwealth.
Since becoming CEO of Health Management Services in 2022, Koopman has led significant organizational growth. She has expanded service territory, strengthened strategic partnerships, and enhanced clinical programs. These efforts have increased access to home-based care for thousands of Massachusetts residents.

Throughout her career, Koopman has led initiatives that expand access to care. These include community-based palliative care programs, Adult Foster Care services, home-visiting physician partnerships, workforce development initiatives, and innovative employee benefit programs. She also brings expertise in health care operations, finance, regulatory compliance, quality improvement, strategic partnerships, and nonprofit board governance.
Koopman earned a Master of Business Administration from Salem State University and a Bachelor of Science in Nursing from Boston College. She serves on several nonprofit and community boards and is recognized for her leadership and advocacy on behalf of home health, hospice, and community-based care.
The Home Care Alliance of Massachusetts represents more than 200 home health, hospice, and community-based care providers across the Commonwealth. Through advocacy, education, collaboration, and leadership, HCA-MA works to strengthen home-based care and improve health outcomes for individuals and families throughout Massachusetts.
